Traffic Advisory: Construction on New Scattergood-Olympic Cable A Transmission Line Progresses on Lincoln Boulevard

 Intermittent Lane Closures on Lincoln Boulevard
Through May 2018

LOS ANGELES (July 19, 2017) – Intermittent construction-related lane closures and left turn restrictions are currently in effect until May 2018 on Lincoln Boulevard between Culver Loop and La Tijera Boulevard in the Westchester area as the Los Angeles Department of Water and Power (LADWP) completes the installation of Scattergood-Olympic Cable A, a critical underground power transmission line designed to improve power reliability in the area.

This section of the project is the last remaining to complete the new 11.4 mile high-voltage line which serves as critical connector conveying power from the Scattergood Generating Station in Playa del Rey to a highly populated western portion of Los Angeles.  The new 230-kV underground electrical transmission system is needed to reinforce and increase electrical capacity of the existing transmission system, which is over 40 years old and critically undersized.

Lincoln Boulevard at Loyola Marymount University (LMU) Drive: June – October 2017
The two left turn lanes on southbound Lincoln Boulevard onto LMU Drive will be closed through October 2017.  To enter LMU from the southbound direction on Lincoln Boulevard, a U-turn will be possible at 83rd Street to access the campus from northbound Lincoln Boulevard. During this portion of construction, the left lane on southbound Lincoln Boulevard will be closed and the left lane on northbound Lincoln Boulevard will be closed intermittently.

Lincoln Boulevard at Jefferson Boulevard: July – December 2017
The work area at Lincoln Boulevard and Jefferson Boulevard will begin July 24, 2017 and continue through December 2017.  During the construction, there will be no left turns from Lincoln Boulevard onto Jefferson Boulevard in both directions.  During this portion of construction, the left lane on northbound Lincoln Boulevard at Jefferson Boulevard will be closed.  A U-turn will be possible at West Bluff Creek Drive to access Jefferson Boulevard.

Lincoln Boulevard at Ballona Creek: August – December 2017
Construction on the bridge portion of Lincoln Boulevard crossing Ballona Creek will required intermittent lane closures during the day and evening hours.  The right lane on northbound Lincoln Boulevard will be closed from 9 a.m. to 3 p.m.  Overnight, from 9 p.m. to 5 a.m., Lincoln will be reduced to one lane in each direction.

Lincoln Boulevard between Culver Loop and La Tijera Boulevard: January – May 2018
During the final phase of this project, crews will be working at various vault locations to pull and splice cables.  This work will require intermittent lane closure at various vault locations along the route for short periods of time.
