STATEMENT BY CEO & GM DAVID NAHAI ON
CARB DRAFT CLIMATE CHANGE SCOPING PLAN

“The LADWP commends CARB on the Draft Climate Change Scoping Plan. The plan goes a long way toward addressing the concerns we have voiced over using a cap and trade auction as the primary device to lower greenhouse gas emissions. The LADWP supports direct regulatory controls with a market system playing a secondary role to achieve real GhG reductions. The strong energy efficiency goals and renewable energy standards included in the CARB plan support the efforts we have undertaken at the LADWP to increase our renewable energy to 20% by 2010 and 35% by 2020, as opposed to thwarting our efforts, as prior proposals would have done.”

“There is still much work to be done, but the CARB is clearly headed in a new, refreshing and correct direction, consistent with the spirit and intent of AB 32. We are continuing to analyze the draft Scoping plan.  We look forward to formally commenting on it and continuing to participate in the implementation of AB 32.”
