BACKGROUND:
With funding from the 2021 Federal American Rescue Plan Act package, the State Water Resources Control Board, through its Water and Wastewater Arrearages Payment Program, has disbursed over $880 million to California utilities to clear water and wastewater debt of customers who experienced economic hardships during the COVID-19 pandemic. The City of Los Angeles received nearly 30% of these funds to help LADWP and LASAN to clear about $253 million in water and wastewater bills of more than 204,000 customers to date.
