Popular program helps Los Angeles residents lower energy bills and improve insulation performance

LOS ANGELES (September 11, 2025) – The Los Angeles Department of Water and Power (LADWP) announces the return of its popular Attic Insulation Rebate, available to residential customers looking to improve home comfort and reduce energy bills.

Upgrading attic insulation helps maintain consistent indoor temperatures year-round, lowering energy use and cutting heating and cooling expenses.

Eligible customers include verified property owners of detached single-family homes and multi-residential/attached homes such as duplexes. The rebate offers $0.50 per square foot for insulation rated above R-19, $0.30 per square foot for insulation rated R-19 and below, or up to 80 percent of total project costs for attic floor insulation, whichever is less.

To encourage participation, a bonus rebate of $0.25 per square foot is available for projects installed between September 1, 2025, and December 31, 2025.

“Installing proper attic insulation is a smart investment that helps homeowners lower their energy bills by reducing the need for heating and cooling,” said Janisse Quiñones, LADWP Chief Executive Officer and Chief Engineer. “Improving home energy efficiency not only saves money over time but also reduces electricity use, which in turn helps lower greenhouse gas emissions. It’s a simple upgrade with lasting financial and environmental rewards.”

LADWP also offers a wide range of energy efficiency rebates to help customers reduce energy use and lower bills. These include incentives for high-efficiency windows, cool roofs, HVAC systems, energy-efficient home products, solar installations, and electric vehicles. Together, these programs support sustainable choices while helping build a cleaner Los Angeles.

Attic insulation can ease the strain on heating and cooling systems, leading to lower electricity consumption and potential savings of up to $374 per year, depending on home size and location.

Applications are accepted only for work completed after the September 1 program launch.
