Virtual Scoping Meetings Scheduled to Share Program Information and Gather Public Input; Public Comment Period Open from August 28 to October 12, 2025
LOS ANGELES (August 28, 2025)— The City of Los Angeles (City), represented by Los Angeles Department of Water and Power (LADWP) and Los Angeles Sanitation and Environment (LASAN), will host virtual public scoping meetings to collect input on the Pure Water Los Angeles Program as part of the California Environmental Quality Act (CEQA) process.
A Notice of Preparation (NOP) has been prepared in accordance with CEQA to notify agencies, interested parties, and the public that the City, as the lead agency, will prepare a Program Environmental Impact Report (PEIR). This early CEQA step, called scoping, provides the public an opportunity to share what environmental issues should be studied in the Pure Water Los Angeles PEIR. The feedback received will help guide the environmental analysis. Through the public scoping meetings, members of the public can submit verbal comments on the Pure Water Los Angeles PEIR. The virtual public scoping meetings will be held on:
- Wed., Sept. 10, 2025 | 6 p.m. – 8 p.m. | Register
- Fri., Sept. 12, 2025 | 10 a.m. – 12 p.m. | Register
- Sat., Sept. 20, 2025 | 10 a.m. – 12 p.m. | Register
Interested members of the public and agencies are invited to participate in these meetings and submit comments regarding the scope and content of the environmental analysis to be included in Pure Water Los Angeles PEIR.
To better understand CEQA, and how to participate in a scoping meeting, there will be a CEQA Training workshop. This workshop will be held virtually on September 3, 2025, at 6 p.m. (Register here)
Pure Water Los Angeles is an initiative aimed at developing a sustainable and reliable local drinking water source for the City. This program is a collaboration between LADWP and LASAN to design, build, and operate an advanced water purification system that includes treatment, conveyance, groundwater recharge and extraction. Pure Water Los Angeles will significantly increase and optimize the City’s local supplies supporting the transition to the 70 percent local water goal envisioned in the City’s sustainability plan.
The period for public comment on the PEIR will run from August 28 to October 12, 2025. Written comments may be submitted as follows:
