The Los Angeles Department of Water and Power (LADWP) entered into an administrative order on consent (AOC) with the U.S. Environmental Protection Agency (EPA) on December 3, 2025. The AOC addresses recommendations from USEPA’s July 2024 National Enforcement Compliance Initiative Inspection of 18 LADWP distribution storage tanks, and resolves areas of concern without litigation. The actions undertaken by LADWP, pursuant to the AOC, will improve the visibility and documentation of its distribution storage tank inspection and cleaning program to USEPA, community members, and other stakeholders.
It is important to note that extensive water quality data shows that the drinking water LADWP serves to customers has met, and continues to meet, all federal and state drinking water standards. LADWP’s cooperation with EPA reflects its ongoing commitment to ensuring our water storage facilities deliver safe and reliable water to the City of Los Angeles. This includes effective processes to inspect and clean distribution storage facilities. The expected duration of the AOC is through 2031.
