LADWP Launches Real-Time Audio Translation and Captions for Board Meetings

March 24, 2026

New live and on‑demand experience expands access in Spanish, Chinese (Mandarin), Korean, Farsi, Armenian, and Tagalog

LOS ANGELES (March 24, 2026) -The Los Angeles Department of Water and Power (LADWP) today announced the rollout of a new, in‑language streaming experience for meetings of the Los Angeles Board of Water and Power Commissioners. As of March 10, viewers will be able to watch the live Board meetings with audio translation and captions in seven languages English, Spanish, Chinese (Mandarin), Korean, Farsi, Armenian, and Tagalog-with the same options available shortly on‑demand after the meeting concludes.

The enhanced player will support live rewind and pause during the webcast so constituents can catch up in their preferred language without missing key agenda items. On‑demand versions with the same language and caption choices will be published to the Board’s archived meeting portal following each meeting.

“The Board of Water and Power Commissioners is proud to roll out this new service. Enhanced, real-time translation of the Commission’s public meetings makes our proceedings more accessible to our customers, other stakeholders, and the general public,” said Allan T. Marks, President of the Board of Water and Power Commissioners. “We seek to be both transparent and accountable as a government body. The important and impactful decisions that take place during Board meetings affect all our customers. Los Angeles is a wonderfully diverse and welcoming city, with residents, businesses and visitors from all over the world. Thanks to our adoption of these new technology tools, more people can now follow our proceedings easily and flexibly in the languages they speak.”

“This initiative is a prime example of the work we are doing behind the scenes to put our customers first,” said Janisse Quiñones, LADWP Chief Executive Officer and Chief Engineer. “By integrating advanced translation and captioning technology into our platform, we’re not only enhancing the viewing experience but also breaking down barriers to participation. Our goal is to make it easier than ever for Angelenos to stay informed and engaged with the decisions that shape their communities.”

How to Watch

LADWP’s live Board webcast and the on‑demand archives can be accessed at the Board Agendas page:

https://www.ladwp.com/who-we-are/board-commissioners/board-agendas

From there, select the live meeting or archived video and choose your preferred audio language and captions directly in the player.

What’s New

  • Live audio translation in English, Spanish, Chinese (Mandarin), Korean, Farsi, Armenian, and Tagalog.
  • Live captioning in the same languages.
  • Live rewind and pause for the webcast, preserving language and caption selections.
  • On‑demand playback published to the archive with identical language/caption options.

Behind the scenes, LADWP and its broadcast partner, completed technical steps to integrate the translation player into LADWP’s website and streamline access through the PrimeGov archives, unifying older meeting content and metadata for easier public use.
