LADWP Completed First Phase of Charing Cross Project Ahead of Schedule

Construction crews complete schedule work 4 weeks early to relieve traffic for special Olympics

LOS ANGELES – The Los Angeles Department of Water and Power (LADWP) completes the first phase of a project to install a 36-inch water pipeline at Sunset Boulevard today, several weeks ahead of schedule. The early completion will ease traffic in the Westwood area as the 2015 Special Olympics at UCLA begins.

The first phase of the Charing Cross and Hilgard Regulator Station Bypass Line Project began June 15th and had required street closures at times and bus detours as work crews connected the pipeline to existing infrastructure at the intersections of Sunset Boulevard and Hilgard Avenue and along Hilgard Avenue south of Charing Cross Road.

LADWP crews will complete cleanup and move out today, July 22nd, reopening the area to traffic, nearly four weeks sooner than anticipated.

Marty Adams, LADWP Senior Assistant General Manager of the Water System said, “This project, in conjunction with the upcoming work at the Upper Stone Canyon Reservoir, is necessary for us to ensure that we serve reliable, high quality drinking water to our customers at all times. We are pleased to work with the community, the Mayor’s office, and the office of Councilmember Koretz to mitigate construction impacts and work around important events like the Special Olympics, while also completing the project in a timely manner.”

The pipeline construction is needed to provide continued water delivery to this community while LADWP temporarily removes Upper Stone Canyon Reservoir from service. Changes to drinking water quality regulations require open-air reservoirs to be covered, bypassed, or removed from service. To comply with these regulations, LADWP will install a cover on Upper Stone Canyon Reservoir, which is located in the Beverly Glen area and currently serves the adjacent communities and the UCLA campus.

The second phase of the project will continue as scheduled in August with the installation of the trunk line along Hilgard Avenue. Upcoming construction activities are scheduled as follows:

Phase 2: August 2015 – September 2015

Hilgard Avenue

Monday through Friday, 7 a.m. to 4 p.m. with occasional evening and Saturday work.

Traffic Changes:

  • Hilgard Avenue reduced to one lane in each direction between Sunset Boulevard and Comstock Avenue.

Phase 3: September 2015 – January 2016

Hilgard Avenue south of Charing Cross Road Monday through Friday, 7 a.m. to 4 p.m. with occasional evening and Saturday work.

Traffic Changes:

  • Hilgard Avenue reduced to one lane in each direction next to the work area.
  • Hilgard Avenue Northbound: No left turn onto Charles E. Young Drive.
